Strict laws are going to be implemented for the country’s footwear industry from July 1. Along with this, the era of poor quality shoes and slippers will also end in India. Till now, the BIS Standard, which is applicable for various products ranging from gold and silver, will also be applicable to footwear. Large and medium scale manufacturers of footwear products and all importers will have to comply with the mandatory quality standards for the products from July 1 to 24. These standards are being implemented to stop the import of poor quality products from countries like China.
Explain that the government had notified QCO for 24 footwear and related products in October 2020, but later its deadline was extended thrice. This time also the footwear manufacturers were demanding to take it forward but the government has decided to implement it from July 1.
Know on which manufacturers the rule will be applicable
At present, these quality standards are being implemented only for large and medium scale manufacturers and importers, but from January 1, 2024, it will be mandatory for small scale footwear manufacturers to follow them as well. No further relaxation will be given in this time limit. The Quality Control Order (QCO) will ensure domestic production of quality footwear products and also curb import of substandard products. In these standards, apart from raw materials such as leather, PVC and rubber used in the manufacture of footwear, there are also guidelines for sole and heel. These standards will apply to products such as rubber gum boots, PVC sandals, rubber thongs, sports shoes and anti-riot footwear.
Testing facilities will be available here
Tiwari said that the total number of footwear products brought under the ambit of QCO has gone up to 27. Remaining 27 products will also be brought under the ambit of QCO in the next six months. He said that facilities have been created for testing footwear products in two laboratories of BIS, two laboratories of Footwear Design and Development Institute (FDDI), Central Leather Research Institute and 11 private laboratories. BIS has introduced a ‘Public Call Facility’ through which suggestions, queries or complaints can be placed on BIS initiatives, schemes and other matters. Apart from this, BIS has also come up with an online forum ‘Standard Chariot’ on its website on which users can put forth their views.
